Flightcheck not collecting images on layers - Quark 6.5

When running a Q6.5 file with multiple layers through Flightcheck, Flightcheck is recognizing all of the images on all layers in the collection report, but NOT collecting images that are contained in layers that are "turned off". So basically it's giving a false report!
Anyone dealt with this before, and if so, any recommendations (obviously we could just keep all layers turned on at the time of collection, but I'd prefer an even more idiot proof solution)?

Well, if you accept the idea that it is a "collect for output," then it makes sense that items on non printing layers would not be collected.
