Do I really need to upgrade to CS3 just to get the raw plug in 4.1

Cool Raw plugin
The plug in would not drop into the CS plugin folder. I upgraded to OS 10.4.8 bought the CS 3 upgrade, dropped in the 4.1 plug in, RAW now works with my Canon, now I have to learn CS3, oh well.
