Classic in OSX

We're running 10.3.8 and getting rid of the G4 OS 9 Box.
We will be running Freehand, Page Maker, Streamline and Typestyler in Classic Mode.

When a program launches Classic, does it use the current font managment utility (Suitcase) or does there need to be another font management utility for Classic Apps?

Your Classic environment will use Suitcase for your Classic aps. It's not
without occasional hickups, but it seems to work well for me. Mabey a stupid
side note, but be careful about the other font locations on your hard drive as
OSX will choose some locations over others.
