OSX- Fonts in USER/Library/Fonts folder???

1st There are 2 users set up on this machine.

Were on OS10.3.7 using FontBook.
I drag my fonts onto my FontBook/user to make them available to use.
When I'm done with a job I delete them from FontBook(user).
If I look in my USER/LIBRARY/FONTS folder there are fonts in this folder.
Why are they still there?
My FontBook preferences is set to NOT copy.
Anybody know why they are sticking in my USER/LIBRARY/FONTS folder?

Font Book in 10.3.x is not meant for full blown management of fonts. My suggestion for you is to go out and buy a Professional Font Management software such as Suitecase, Font Reserve, or Font Agent Pro.

To answer your question:
Those fonts could be ones installed by other applications.
You should only have the following fonts in System \ Library \ Fonts
Geneva.dfont
Keyboard.dfont
LastResort.dfont
LucidaGrande.dfont
Monaco.dfont

If you have classic installed should have the following fonts in System Folder \ Fonts
Charcoal
Chicago
Geneva
Monaco

All other fonts should be removed from the following locations

Library \ Fonts
Users \ username \ Library \ Fonts
