User Groups

Can someone tell me the simple way to set up a user group in OS 10.3.5.

I need a group with 5-6 names, equal permissions.

PLEASE HELP - this was so easy in OS 9

Need to do the same thing in Windows XP Professional.

The stand alone version of OS x doesn't do groups persa, unless it can be done through unix. I'm guess OS X Server does though. Any user set up us typically "staff" unless they have been made an admin. This still won't really help because any file or folder created by a single user doesn't automatically get assigned "staff" group permissions.
