eps trapping

I have an eps montone with the background as none over the entire page of my document and several b/w eps photos (with background as none) placed over this. For some reason trapwise will not trap these. Does anyone know why? This is driving me crazy as to why it won't trap!!!!!!

Trapwise will not within a raster object, and I've never seen it trap raster to raster either. It should trap raster to vector, but even this is spotty at times.
