Slug layer

I am having some difficulty. I receive files from Client. I want to place my company stamp in a slug area. I create new layer, sometimes I can leave this the top most layer or the very bottom. Sometimes I can't use a Slug layer at all, because when I place my slug on the slug layer, the text layer re-rags all the copy and I get a missing "times" fonts alert.

has this happen to anyone? It seems to be really bad when the picture box is twice the size as the layout page.
