CMYK values are absolute. They don't change on their own unless theres a profile involved.
First, make sure the CMYK photoshop tiff doesn't have profile embedded. Turn off ICC profiles when you save the file in the dialog box. Then check to see if ID is using color management in your color settings under the edit menu. If it is, turn it off (CS2 is emulate version 2.x). Then when you output, set the color to be "composite leave unchanged" (print or export dialog), NOT CMYK otherwise you'll be running it through a profile.
If this doesn't work for anybody having the same problems, trash your preferences or completely uninstall/reinstall InDesign and start from scratch. InDesign isn't broke. I'm confident Matt's pdf export preset works fine and if it doesn't then it's another profile being used somewhere or the wrong color swatch. Simple as that.
Edit: If theres a transparency involved, all bets are off. Double check your flattener preview.
