The way I got it to work was to include the bleed in the page size of the eps. I before that I tried importing as a Illust eps then a ai both times I got no bleed. The ai doc had crops applied so next time I will try releasing crops before I import.

Seems a bit silly for INDD to remove the bleed in any case... :!:
