agfa lap-0

i am running violet positive plates (ctp) and getting spots after about 20-25 rotations after the plates are on press. ive re-batched and re-batched. ive scrubbed all rollers and replaced socks, still getting spots. dont know what else to do...can anyone help? pressman has to ink the plates and re-wash them, sometimes with some dev. is this a press issue? could i be contaminating the finish/dev.? please reply with any suggestions.
