Is there not a "Copies & Pages" pull down menu in the Acrobat 7 Print dialog? If there is, select "Output Options" where you can check print to file and select postscript or pdf.

Download "PDF KeyPro" from the Apple site. It says it can remove password protection from Pdfs.

They make programs that will trash the password and unlock the pdf.
Google it...unlock pdf

if the PDf file has a security setting to prevent "printing", you won't be able to "print to file".

kinda the same thing, don't you think?

printing IS allowed. changing / opening in serious manipulation software is not.
you can place a page of it in illustrator, print to file, the resulting distilled pdf is blank due to the embedded restriction passed down in the postscript code.

Also, I do not condone using software to manipulate and bypass security settings on a PDF. Which is sounds like you are looking for.

I think you need to speak with the creator of the PDf file and have it re-submitted so you can do your job correctly.
