The white point in PS levels shouldn't be lower than 4. Hit your black hard tho. K/40/40/20/100. Remember your magenta never is right on newsprint, it's worse than K. Keep track of 4c mixes you use and compare constantly to the printed product. Eventually you should get a wysiwyg or a decent facsimilie.
Does your printer use profiles and do you pdf to their specific job options? You also need to remember that the casts on newsprint vary from roll to roll yellow to blue but your printer can keep you apprised on that.

What does that mean?
People read newspapers in the sun, or on the train, or in the office under flourescent light or at night at home under incandescent light. You're out of your mind trying to set up a work environment that is going to replicate where people read a newspaper. It's a newspaper, people pick it up, read it for an hour and throw it away
