Imposition when all jobs have to be moved in preps

I've inhereited the responsibility of a workflow @ my company which seems to be wrong. The problem is with Imposition. We are primarily a forms shop (rotary) and therefore have lockup issues making it necessary to adjust all jobs to image area. because of this, we currently generate a pdf file from apogeeX and use it for proofing and impostition (not pdf to pdf), then we print from preps again to output plates. We are not utilizing the "pjtf" feature because we must see the preview in preps in order to strip to image area. We are using apogeeX 1.21, and Preps 4.2.3. I've wondered if there is a way to utilize image crop in pdf files to manage this.

Needless to say the current method is not without problems, basically proofs don't always match output, so we're having to look over plates carefully. I come from a Rampage background where rampage would generate a preview file for imposition and then would be replaced by the rip later.
