There should be no suprise here!

At 360 dpi and bi-directional you are expecting quality? Why? This is the "color blueline" mode. All you were to use this for is to see if the type was where you put it and if the little red (you pick color) box you placed in your job is in the right place.
360 DPI is not "quality".
At least you should be using 720 DPI for proofing and color correction maps.
