Yeah and no, and it's gonna involve some manual work. Get the pdf into into Indy, you have all the separate elements available for the Quark document so... Lock the layer the pdf is on and rebuild the page on another layer by importing the individual elements again.
This way you're only using the pdf as a template to lay everything over the top.
Text reflow will be a pain, so you could make another pdf will all elements except text set not to print and then have a text only pdf for the copy. This is far from ideal as text is a lot more likely to change.
