InDesign reflow issue

I have reflow issues with InDesign that I just don't understand. For example: I receive a customer file, preflight and submit first proof. Proof comes back with minimal type changes. And now, the headache begins. I make a small type change, like adding or removing a comma. This change does not cause the line that I am on to re-break, however, text reflows on other lines within the paragraph. I then have to go work the entire paragraph to get back the line breaks that I originaly proofed.!? ahhhhhhhhhhh!!!!! I hope this is some kinda preference setting that can be done away with.
