In Quark's Pages palette, go to the offending spread and pull the right-hand page straight down. This will split the two pages, but keep them as left and right pages and you can add the bleeds.

Before you do it, make sure nothing on the right page is touching the left one - this includes objects that touch the spine. Anything touching the left page will stay with the left page when you split them.
