I think there is a problem with your file.
I output it as is and got 62 seps.
Then I noticed that I was missing some colors that were from PMS 106 through PMS 110. I replaced those colors and re-sent the file, all 67 colors showed up.

I guess their documentation is either incorrect or it means something else.
