I'm uncomfortably comfortable in Publisher (in fact, I was fixing a customer's Pub file today and remarked to a colleague that I know it a little too well these days). If you get a lot of Publisher files, you should be, too. If you keep forgetting how to make the file CMYK, then you're not "re-learning" it because you obviously never learned it in the first place. It's just another program.

While I wouldn't blindly recommend it to most folks, I would recommend it if the "designer" is going to use Word, Excel, or PowerPoint instead.
