1st, check your startup folder under that user and make sure you can verify the startup items. There could be a rogue entry in there.
If nothing becomes of that run msconfig.exe located in the c:\windows\system folder under XP. If it's win2k, you can find it on google and download.
Msconfig is a very handy system application that gives you all sorts of details including what services are running, startup items and much more . You should be able to track down the culprit in the startup items tab.
